An agency holds personal and financial information on every landlord, tenant, applicant and vendor it deals with, and a public AI tool is not where any of it belongs.

How the policy handles it.
The policy separates the task from the person. Listing copy, a renewal letter or a maintenance update almost never needs to know who the tenant or landlord is, so the identity comes out before anything goes in. Agency work happens on agency accounts with model training switched off, and the policy names who approves a new tool before anyone uses it. UK GDPR still applies to everything; the policy sits underneath it.
